Operative Idrissi and I were conducting stakeout on location as ordered. Approximately 10pm a Caucasian male (description is appended) approached the stall and began speaking with the owner (Chafiq Elharar, see file PE/MK120). Operative Idrissi and I observed as he passed over a piece of paper which Elharar tried to refuse.
