Albany's first city hall was built by the Dutch in the 1660s. It is speculated the the British replaced that city hall with a larger building on the same site around 1740, but it was still referred to by the Dutch name "Stadt Huys".

In 1754, the Stadt Huys was the site of the Albany Congress, where Benjamin Franklin first proposed the union of the thirteen British colonies.
