So it appears we do, in fact, have explicit confirmation of Liberalis Circulum being the name that was applied to the Roman Brotherhood as a whole, rather than being an inner circle.

One more thing to add about the Liberalis Circulum. When the name is first mentioned in Issue 3, it's given an annotation that states this:
