Luis de Unzaga y Amézaga (1721 – 1790) was the Spanish Governor of Louisiana from 1769 to 1777, of Venezuela from 1777 to 1782 and of Cuba from 1782 to 1785.
After Alejandro O'Reilly supressed the Louisiana Rebellion, Unzaga became the governor of the colony. He encouraged open trade and eased restrictions on the emancipation of slaves. Unzaga also married Marie Elizabeth de Saint Maxent, the second daughter of Gilbert-Antoine de Saint Maxent, the wealthiest man in New Orleans.
As Unzaga was not aligned with the Templar Order, unlike his predecessor Antonio de Ulloa, the Spanish Army did not strike at the Assassins. However, several Spanish troops were paid by the Templar Diego Vázquez to continue their activities against the Brotherhood. The Assassin Aveline de Grandpré temporarily brought an end to these practices, though Vazquez was ultimately undeterred.
By 1776, the American Revolutionary War had broken out between the United Kingdom and the Patriots. Intent on preventing the British from encroaching on Spanish territory, Unzaga had smugglers such as Roussillon and Élise Lafleur deliver supplies to the rebels. The Templars opposed this arrangement, with Vázquez attempting to disrupt the shipments, though Aveline put a stop to this plot as well.
