Jenkins was a member of the Royal Navy serving around 1718. In that year, he infiltrated a gathering of pirates at Ocracoke, in order to identify whether the infamous pirate Edward Thatch was present.

During his investigations, Jenkins' sly movements attracted the attention of Edward Kenway, who pursued him through the outlying jungle and witnessed him signaling the Royal Navy to launch a mortar attack on the encampment.
