Before Bayek's time, the Assassins were a ragtag groups of people who shared an ideology. Bayek becomes part of the founding of the actual Order/Brotherhood, when they actually started calling themselves Assassins, rather than this disorganized group of people with one ideal.
Before Bayek's time, the Assassins were a ragtag bunch of people who shared an ideology, but weren't an actual organization in the sense that they weren't organized.
