Francis Osbourne was a member of the British Rite of the Templar Order active in London, where he served as a manager in the Bank of England. He was one of the kingpins under Grand Master Crawford Starrick.

In 1862, Francis' name was included in a dossier containing a list of active Templars in the city kept by the British Assassin Ethan Frye.[1]
