No, I think Ubisoft are talking more about how freedom should rise up against order, meaning it's relevant to not just this time period but every period of history where the people of a nation are oppressed and need to rise up in the name of liberty. If you have a look at the description of the Rise Trailer, it says:

''The strongest weapon against tyranny is the will of the individual...it's time to RISE.''

I think this is showing that the key to freedom and the fall of the opressor is within the people's will. This can relate to modern day aswell, where the Templars have the majority of the world under it's control and we need to "Rise Up" in the name of freedom if we don't want their New World Order.
