This should make you run up the wall and grab the ledge above. Then pull yourself up to the balcony. Climb on the ledge of the balcony and go up to the wall. This might take a few tries. Run up the wall again and move your Left analog stick in the direction of the Wooden Post as your running up the wall. At the height of your jump, press the X button once and you should get on the post. From there, run up the wall onto the next ledge and eventually pull yourself to the top of the Tower.
