With a careful raiding of enough monasteries and abbeys (many of which will require venturing into relatively-high level areas) and building all the necessary buildings, it is possible to unlock this before pledging to any other territory or even initiating the dialogue for this memory. However, Randvi has no dialogue referencing Snotinghamscire; she only speaks of the three territories that are conventionally available at this stage.
