Caligula, Cleopatra, and Caesar, as I am reading the articles and sourcing, were supported without their direct knowledge. The information for Qin Shi Huang's reforms and Xerxes' conquests would indicate more direct involvement and knowledge, hence being an ally. This should match the category descriptions.
