They were enforcers sent by the IS but were not part of it. Alan was both a Guardian and part of the Inner Sanctum, but this page describes the rank in a general aspect, the category doesn't fit here. It's okay to add it in Alan's page.

According to the Essential Guide (2nd Edition), the inner sanctum is only composed by 9 members in total, from which the Guardians are not part of it. They were enforcers sent by the IS but were not part of it. Alan was both a Guardian and part of the Inner Sanctum, but this page describes the rank in a general aspect, the category doesn't fit here. It's okay to add it in Alan's page.
