Kiyoshi Takakura is a member of the Onmoraki-Gumi and of the Japanese Brotherhood of Assassins.

Biography
On 17 December 2013, Kiyoshi was guarding the entrance to the headquarters of the Osaka Brotherhood when he was approached by Gavin Banks and Emmanuel Barraza, who demanded to see the head of the Onmoraki-Gumi. Kiyoshi told them to leave before he had to beat them, but Gavin then insulted his fashion sense and refused to go. Kiyoshi responded by punching him in the face and kicking him as he fell to the ground. Several of his fellow Assassins came out to watch and cheer him on, and Kiyoshi attempted to stab Gavin with his Hidden Blade.

However, Emmanuel stuck his palm in between the blade and Gavin, allowing his hand to be impaled. Emmanuel then asked Gavin what the first tenet of the Creed was, stunning Kiyoshi, who responded it was "stay your blade from the flesh of the innocent". Emmanuel pulled out a dog tag with the insignia of the Assassin Order on it, proving he and Gavin were also Assassins. Kiyoshi retracted his Hidden Blade and apologized to Gavin and Emmanuel for attacking them. He later complimented Emmanuel on how he stopped his Hidden Blade, claiming that he was "almost Japanese" in how he dealt with the pain from his impaled palm.

On 31 December, Kiyoshi accompanied his Mentor, Saeko Mochizuki, aboard the Altaïr II to help the crew gather supplies for their next journey, and to celebrate the new year. After sparring for several hours with Emmanuel, Kiyoshi managed to convince Emmanuel to join Dr. Stephanie Chiu and himself at a local karaoke bar.

By late 2015, Kiyoshi was ordered by Saeko to go to China to help the local cells and to look for Álvaro Gramática's secret laboratory in which he planned to replicate an Isu's body with the help of the Shroud.

In 2016, Kiyoshi and Arend Schut Cunningham were sent by Gavin to rescue Galina Voronina and her team from a Templar strike-team assaulting Erudito's hideout in Argentina. With a helicopter, the two Assassins rescued their fellow Assassins and their Erudito allies and also killed the high-ranking Templar Ortega Sanchez while escaping the island.

In February 2017, Kiyoshi and Arend were in London with Galina and her apprentice My'Shell. During a training session, Galina recieved a call from Charlotte de la Cruz, who reported back on her mission in Hong Kong. Charlotte informed her fellow Assassins that the Abstergo office they raided for intel about the Phoenix Project was empty and that Barindra Mitra's cell was butchered by an unidentified third party.

One month later, in a back alley outside of Abstergo offices in Berlin, Kiyoshi, Arend and Galina intercepted Heinrich Hart, a scientist and Kiyoshi's mole within Abstergo. The pair were seeking answers over their losses in Hong Kong and threatened the German because it was his informations that led the Assassins into the ambush. Hart swore that he knew nothing of what had lied in wait for them at the Hong Kong site and told them that the Templars didn't knew what happened too, with rumors that the feared Black Cross was investigating the matter. After demanding that Hart find answers or else they would come back for his blood, Galina and Arend left.

In London, Kiyoshi and his fellow Assassins review the media, where a large explosion in Berlin dominates the headlines. Kiyoshi argues that killing 170 people in public doesn't really fit with the Templar ideals, and suggests another faction might be in play. My'Shell reveals that she has a list of Pieces of Eden retrieved from the Hong Kong Abstergo lab, and pulls up an image of the Koh-i-noor. With My'Shell convinced that it is present in the Spanish Civil war, Charlotte straps herself into the makeshift Animus. The machine appears to malfunction, with Charlotte seemingly trapped inside a simulation and unable to be woken. an injured Guernica returns to find the team surrounding the stricken Animus. He is shocked to learn that My'Shell has repaired the machine with unvetted Abstergo parts, and fears that the machine is now compromised. She makes her apologies and leaves, whilst Guernica informs the others that they will need the assistance of Felix Oladele - an Abstergo/Erudito plant based in Montreal whom is familiar with Animus extractions. Kiyoshi and Arend make the flight immediately to Canada, and using a cargo plane perform a halo jump on to the roof of Abstergo Montreal. After working through the few guards present, they reach the office of Oladele - only to find him already slain by a high tech Assassin, the same individual from Hong Kong. The 'Assassin' wounds them both with throwing knives, and throws Arend out the nearest window which he just manages to hang onto. After a few shots from Kiyoshi's gun, the 'Assassin' jumps from the window. Kiyoshi and Arend both make their way back out, both heavily injured. The only way that the 'Assassin' could know where they were headed is if they have a leak either from the Animus or one of their own within the Brotherhood. They then decide then decide to lay low in a safe house.
Equipment and skills
Kiyoshi was quite skilled in hand-to-hand combat, being able to best Gavin rather easily, and also showed a proficiency with firearms. Among his equipment, Kiyoshi has a Hidden Blade under his sleeves, he also has a sword.

Trivia
*He is a fan of gastronomy and of the unique meals that are part of every culture.
The Instruments of the First Will, also known as the Juno cult, is an ancient pagan cult who seemingly worship Isu beings as their almighty. Originating as a secret splinter group within the Templar Order, their primary mission is to revive their Isu deities, most notably, Juno, and allow her to rule the world.

History
The Rise of Monotheism
Back before the rise of monotheism, there were pagan religions which worshiped the surviving Isu beings as their deities. Ever since the rise of Christianity, Judaism, and Islam, the pagan religions that worshiped the Isu as deities lost almost all of their followers, but a few remained loyal to their Isu ideology.Fact

World War I
In 1916, The Master Spy, a Sage, was leading the Instruments of the First Will's followers in London. He had not only converted many of the Templar spies to his religion, but also many other citizens of London.

Winston Churchill had caught wind of his doings and reported to Lydia Frye. Churchill described the Master Spy's group as a fanatical, religious cult, as well as a serious threat to London, and tasked Lydia Frye to deal with the group immediately.

A war nurse, who is a member of the cult, and her associate are taking soldiers blood in "odd looking cubes" for an unknown purpose. Churchill recommends silencing her and her associate, which Lydia does. Another member, a spy, is detained by the British Military in the Tower of London. He stated making fanatic claims about the Assassin's Brotherhood, so Churchill suggested it would be in Lydia’s best interests to silence him. He eventually breaks out and tries to escape. Lydia sneaks into The Tower of London and tricks the guards into murdering him.

After ridding much of the spies strongholds and weapons, Lydia eventually tracks down the spies to their main hidden hideout. After she kill's the German Templar spies, the Master Spy appears and begins to battle her while "calling out" to his beloved. After a short fight, he is forced to escape by using a flash grenade and flees to the cult's main stronghold. At the Stronghold, the Master Spy has all of his followers burn up all of their things relating to Juno or the Isu. After catching up to the Master Spy surrounded by his followers in a Stronghold, she kills them all. Winston Churchill thanks her for this service to Britain.

Infiltrating and hacking Abstergo
In operation around 2013, one of the Instruments of the First Will's primary agents was thread of Abstergo IT, John Standish, who was also a Sage. During his time at the Abstergo Entertainment office in Montreal, John distributed the collective's manifesto throughout the building via QR code on sticky labels. John provided the Assassins with intel through a research analyst. He also got the analyst to hack into confidential folders regarding Abstergo data regarding the Precursors and Templars.

However, Abstergo got wind of the hackings and detained all of the research team. John Standish, not wanting to expose himself, reassures Melanie Lemay, the acting head of the Sample 17 Project, that he would find the hacker whiten a week's time. Meanwhile, he gets the research analyst to go to the main servers to wipe out evidence of the hackings. His true intentions were to provide Juno, now a digital being, to provide her with the research analyst's body so as to transfer her essence into.

Juno was weak from being in the servers and was not strong enough to shift her essence into the analysts body, thus foiling John's plans and enraging him. He went insane, exposed himself as a Sage and injected a non-lethal amount of poison into the analyst. John was killed by the Abstergo security team and the analyst eventually recovered from the poisoning.

Locating the Shroud
In 2015, Sigma Team member Violet da Costa, secretly a member of the Instruments of the First Will, talked to Juno informing her that the Shroud of Eden 2 was in her possession.

Encountering the Black Cross
After Juhani Otso Berg begins to suspect that there is a splinter cell within the Templar Order, he takes up the mantle of the Black Cross in an attempt to discover them. His search lands him to Berlin, Germany, where he catches up to Heinrich Hart, a man whom he believes to be an Assassin spy. After a brief struggle with him, he deduces that he is not an Assassin. After momentarily recovering, Heinrich Hart proclaims that he is not a Templar either, but is "her" instrument before setting off an explosion, which killed 170 people.

The Instrument's Ideology
The Instrument's Goals
Being an Isu pagan cult, the members of the Instruments of the First Will believe that humanity should submit to and worship the First Civilization once more. Their primary purpose is the release of Juno from her imprisonment. At most times, a high-ranking member of the cult is often a Sage. Examples of these are John Standish or The Master Spy.

Religious Belief System
Unlike the Knights Templars or the Assassins Brotherhood, who both view the Isu as an extremely advanced precursor species to humanity, the Instruments view the Isu as deities to be worshiped. Their beliefs are most similar to fanatical and tyrannical views of the Templars. The Instruments of First Will wish to take over the world so as to turn humanity into slaves for the First Civilization. Their primary goal is to revive Juno into a physical vessel so as to allow her to take over the world. It is still unknown if they are also attempting to resurrect other members of the Isu race as well.

The members of this cult are often very fanatical. Examples of this are Heinrich Hart's suicide bombing in the name of Juno. Members of this cult has infiltrated both the Assassins Brotherhood and the Knights Templar and are extracting resources from both of them to further progress with their goals. Examples of this are Violet da Costa, who is also a high ranking Templar Knight and a member of Juno's cult. Atleast one Instrument, a Sage John Standish, had infiltrated Abstergo Industries.

Post-Morterm Beliefs
It is their firm belief that after their death, Juno will reward them by allowing their consciousness into The Grey, a post-mortem paradise inside a digital framework. It was created by Juno for her loyal followers, where they will live on happily.

Trivia
*The emblem is the symbol of the asteroid 3 Juno, the symbol itself is meant to be a scepter topped with a star.
*The emblem can also be seen in The Lost Archive memory The Truth.
